Cybersecurity Policy Exercise in Costa Rica

On November 25, 2021, the Stiftung Neue Verantwortung’s “International Cybersecurity Policy” team conducted a cybersecurity policy exercise in Costa Rica, adapted to the country based on a previous pre-exercise-workshop. 

The starting point of this interactive and discussion-based tabletop exercise was a hypothetical IT security incident in Costa Rica's financial system shortly before the 2022 general elections. Participants practiced analytical and strategic assessment of the cyber incident and identified coordination and communication measures among government, private sector, and civil society stakeholders.

The exercise was funded by the Konrad Adenauer Foundation Costa Rica and organized by the Konrad Adenauer Foundation Costa Rica and the Ministerio de Ciencia Tecnología y Telecomunicaciones. Further development of the exercise methodology is supported by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) as part of the project "Cybersecurity Exercises in Country-Specific Contexts".
