Covid-19: Why States Now Need to Consider Self-Restraint in the Cyber Domain

By conducting cyber operations, intelligence agencies are increasingly becoming  norm-setters for the cyber domain. Since it is often in states’ own interest to respect international norms, governments — including their intelligence agencies — should consider self-restraint when it comes to cyber operations.
