Dr. Alexandra Paulus

Project Director "International Cybersecurity Policy"

Alexandra Paulus project director for International Cybersecurity Policy. Her expertise covers cyber diplomacy, cyber norms,  and non-traditional actors in international cybersecurity policy.

Before joining SNV, Alexandra completed her Ph.D. dissertation in political science at Chemnitz University of Technology on how states shape cyber norms, focusing on the case of Brazil. Further research interests include the implementation and further development of cyber norms, further instruments of cyber diplomacy, state responses to cyber operations in Germany, and Turkey’s role in international cybersecurity debates. She is a Non-resident Fellow with the European Cyber Conflict Research Initiative (ECCRI). She has presented her research at international conferences in Belgium, Brazil, Germany, Israel, and Turkey and published with, inter alia, Council on Foreign Relations, Israel Public Policy Institute, and Stiftung Entwicklung und Frieden. 

During her Ph.D. studies, Alexandra completed a research stay in Turkey and was a non-resident fellow with SNV. Before that, as deputy head of the Brazil office of the Konrad Adenauer Foundation in Rio de Janeiro, she studied Brazilian domestic and foreign policy and Latin American security dynamics. She holds an M.A. in Public Policy and Governance from the University of Passau and completed a research stay at the University of Guadalajara, Mexico. Alexandra is a member of Women in International Security Germany (WIIS.de) and the Working Group of Young Foreign Policy Experts of the Konrad Adenauer Foundation.
