Chip wars, competition on artificial intelligence and the transition to the fifth generation of mobile networks (5G) are often portrayed as a race between economic systems and between companies. Standards are in flux and geopolitical concerns are growing along with fears of a splintering of the global trading system. Is the United States in an escalating technological cold war with China? Is it possible to disentangle the search for economic and technological leadership from concerns about national security and unfair practices? While military and commercial research must remain secret, should pure science push for collaboration and exchange? What role can Europe play in this context?
