Hybrid Threat: The Cyber-Enabled Disinformation Campaign

Germany's Federal Foreign Office in cooperation with Stiftung Neue Verantwortung organized a two-day expert workshop on "disinformation & democracies". Sven Herpig was invited to speak about the enabling elements of cyber operations for disinformation campaigns and how it ties in with the broader concepts of hybrid threats. Sven made the case that while cyber operations are itself a hybrid threat, they can be leveraged to enable and exacerbate others, including disinformation campaigns. Cyber operations can for example be used to steal private information that later form the core of a disinformation campaign or extract data sets of personal information for better (micro) targeting.
