Europe today faces multilayered and interdependent security challenges in its neighborhood and beyond. EU foreign policy institutions form an important element in national security strategies—perhaps even more so in times of fiscal constraint. Germany is a key member state in terms of size, economic weight, and potential for contribution. And yet, Berlin appears to be a reluctant player when it comes to foreign and security policy.  How can and should Germany position itself toward European foreign policy institutions? What are the internal and external expectations for Germany, and what are the policy options for strengthening European rather than merely national responses?
